Ishaq Dar to Lead Pakistan Delegation at SCO Council of Heads of Government Meeting

Islamabad: Pakistan’s Deputy Prime Minister and Foreign Minister, H.E. Senator Muhammad Ishaq Dar, will head the country’s delegation to the Shanghai Cooperation Organization (SCO) Council of Heads of Government (CHG) meeting, set to take place on 17-18 November 2025 in Moscow, Russia, following an invitation from Russian Prime Minister H.E. Mr. Mikhail Vladimirovich Mishustin.

The meeting will gather Heads of Government from SCO member states, including Belarus, China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan, along with the Vice President of Iran and the Foreign Ministers of Pakistan and India. Leaders from Mongolia, Bahrain, Egypt, Qatar, Kuwait, and Turkmenistan, as well as representatives of key regional and international organizations like the CIS, EAEU, CSTO, and DSA, will also attend.

During the summit, Senator Ishaq Dar is expected to outline Pakistan’s views on pressing regional and global challenges and present proposals to strengthen cooperation within the SCO framework for mutual benefit.

The SCO CHG serves as the second-highest decision-making body in the Organization, guiding policies on economy, trade, finance, connectivity, and socio-economic cooperation, including matters related to the Organization’s budget. The CHG issues joint communiqués, statements, and key resolutions that shape the SCO’s direction.

On the sidelines, Pakistan’s Deputy Prime Minister will hold bilateral meetings with counterparts from other member states, further enhancing diplomatic and economic relations.
