Sahiwal: The Sahiwal Coal-Fired Power Plant has emerged not only as a key contributor to Pakistan’s electricity supply but also as a successful model of knowledge transfer between international and local professionals.

Built under China-Pakistan collaboration, the project has prioritized the development of Pakistani talent to ensure sustainable operations aligned with global standards.

From the outset, plant leadership focused on strengthening local capacity by enabling Pakistani engineers, technicians, and managers to gain hands-on experience in managing a large-scale power facility.

Rather than limiting training to classroom sessions, the plant adopted a practical, case-based learning model where Pakistani staff work directly alongside experienced Chinese experts in real-time operational environments.
Chinese engineers and specialists have closely collaborated with local teams across critical departments including operations, maintenance, control systems, environmental management, human resources, administration, logistics, and health, safety and environment (HSE).

Through structured mentoring, job rotation, simulation exercises, and on-site coaching, Pakistani professionals have developed the technical expertise and confidence required to independently operate and maintain high-reliability systems.

A strong safety culture remains central to this knowledge-sharing framework. Regular safety campaigns, toolbox meetings, and compliance training have helped foster a “Safety-First” mindset among employees, ensuring strict adherence to operational procedures while minimizing risks.

This approach has strengthened accountability, teamwork, and operational discipline across the organization.

Over time, an increasing number of Pakistani professionals have taken on supervisory, technical, and leadership roles within the plant.

The Human Resources Department has supported this transition by identifying skill gaps, aligning training initiatives with operational requirements, and facilitating effective communication between international and local teams.

The collaboration has also enhanced mutual cultural understanding and professional trust between Chinese and Pakistani colleagues, reinforcing the broader partnership under the China-Pakistan Economic Corridor (CPEC).

Beyond technical gains, the initiative has contributed to building a skilled domestic workforce capable of sustaining complex infrastructure essential for national development.

Today, the Sahiwal Coal-Fired Power Plant stands as an example of how international cooperation combined with strategic human capital development can generate long-term value.

By investing in local expertise alongside advanced technology, the project continues to strengthen Pakistan’s energy sector while promoting self-reliance and sustainable growth.
